At the start of the period, the plan is immutable, hence the ‘of record’ title, so at the end of the period accountability is exceedingly clear. Until all stakeholders have agreed to the plan, it is not yet a Plan of Record.

In order to build the Plan of Record, it is best to start with analyzing the company’s business strategy and objectives. The highest priority objectives are then built into the Plan of Record as commitments. The Plan of Record should also take into consideration the team’s professional development goals, company initiatives and long-term strategic planning.
